The following business development incentives in the form of payroll rebates were announced during the fiscal year of 2020-21. Payroll rebates are disbursed through the Strategic Investment Funds.

Invest Nova Scotia (INS) has an amended agreement with AXIS Specialty Canada Services, ULC (Axis Canada), a wholly owned Canadian subsidiary of AXIS Capital Holdings Limited, in the form of a payroll rebate.
With the amended agreement, the company is projected to create 50 more jobs in the province, for a total of 300 over the five-year span of the agreement.
AXIS remains focused on the development of its Business Technology Centre in Nova Scotia. The centre will continue to play a key role in helping the company advance its digitalization initiatives that are focused on providing its customers and partners in distribution with the experiences they expect and require.
Based on the new maximum growth forecast for the amended five-year payroll rebate agreement, NSBI estimates AXIS Canada could spend a total of $86,655,000 in salaries. It is also estimated that these AXIS Capital employees would contribute provincial tax revenues of approximately $11,171,000 through their income and consumption taxes. As a result, over the amended five-year agreement, AXIS Canada would earn a rebate of up to $6,585,780 through the payroll rebate, including this new extension.
The company will be eligible for a smaller rebate if it creates fewer than 300 new jobs.

Invest Nova Scotia (INS) has an agreement with Analyze Re Inc. in the form of a payroll rebate.
Founded in 2013, Analyze Re is an InsurTech company that provides software analytics solutions for the global reinsurance and insurance industries. Analyze Re is expanding their Halifax office.
Analyze Re has the potential to create up to 30 jobs under the five-year payroll rebate agreement. Based on the maximum growth forecast of the agreement, NSBI estimates that the company could spend up-to $6,696,000 in salaries.
It is also estimated that in this case then the new employees would contribute provincial tax revenues of around $858,000 through their income and consumption taxes. As a result, the company would earn a rebate of up to $509,760 over five years.

Invest Nova Scotia (INS) has an agreement with Social Navigator Inc. operating as LifeRaft Inc. in the form of a payroll rebate.
LifeRaft, incorporated in 2014, is a software development company which advances corporate security. The company has created a platform that identifies potential security threats to people and business assets by gathering actionable intelligence from open-source channels, such as Twitter. LifeRaft is expanding their headquarters in Bayers Lake, Nova Scotia.
LifeRaft has the potential to create up to 50 jobs under the five-year payroll rebate agreement. Based on the maximum growth forecast of the agreement, NSBI estimates that the company could spend $14,625, 000 in salaries.
It is also estimated that the new employees would contribute provincial tax revenues of around $1,878,000 through their income and consumption taxes. As a result, the company would earn a rebate of up to $994,500 over five years.

Invest Nova Scotia (INS) has an amended agreement with Jonas Software Solutions Inc. in the form of a payroll rebate.
The company now plans to increase its growth potential in Nova Scotia after delaying its start in Halifax due to the COVID-19 pandemic.
Jonas Software, headquartered in Markham, Ontario, operates over 95 independently managed software brands around the world, supplying enterprise management software and related services to more than 80,000 customers in over 25 vertical markets.
With the amended agreement, the company is projected to create 50 more jobs in the province, for a total of 170 jobs over the five-year span of the agreement.
Based on the new maximum growth forecast for the amended five-year payroll rebate agreement, NSBI estimates Jonas could spend a total of $37,100,000 in salaries. It is also estimated that these Jonas employees would contribute provincial tax revenues of approximately $4,753,000 through their income and consumption taxes. As a result, over the amended five-year agreement, Jonas would earn a rebate of up to $2,787,400 through the payroll rebate, including this new extension.
The company will be eligible for a smaller rebate if it creates fewer than 170 new jobs.

Its main customers work in critical communication markets, such as public safety (police, fire, EMS), railway, utilities, and government. InterTalk is expanding their headquarters in Dartmouth, Nova Scotia.
InterTalk has the potential to create up to 50 jobs under the five-year payroll rebate agreement. Based on the maximum growth forecast of the agreement, NSBI estimates that the company could spend $10,921,000 in salaries.
It is also estimated that the new employees would contribute provincial tax revenues of around $1,399,000 million through their income and consumption taxes. As a result, the company would earn a rebate of up to $646,550 over five years.

Wattpad Corporation is a global multi-platform entertainment company founded in Toronto in 2006.
The Wattpad platform is for readers and writers to publish new user-generated stories and has an audience of more than 80 million users across the world.
Wattpad has the potential to create up to 88 jobs under the five-year payroll rebate agreement. Based on the maximum growth forecast of the agreement, NSBI estimates that the company could spend $16.95 million in salaries.
It is also estimated that the new employees would contribute provincial tax revenues of around $2.17 million through their income and consumption taxes. As a result, the company would earn a rebate of up to $1.31 million over five years.
The company will be eligible for a smaller rebate if it creates less than 88 new jobs.

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of a payroll rebate for NorthBay Solutions, LLC, an Amazon Web Services (AWS) focused Advanced Consulting Partner, to open its operations in Halifax, Nova Scotia.
Founded in 2007, the US-based company is an Amazon Web Services (AWS) focused consulting partner working with onshore and offshore customers to accelerate the reinvention of their applications and data for the cloud. NorthBay was the first AWS Partner to achieve "Big Data" competency and also the first partner to achieve the "Machine Learning" competency from AWS.
NorthBay has the potential to create up to 200 jobs under the five-year payroll rebate agreement. Based on the maximum growth forecast of the agreement, NSBI estimates that the company could spend $15.2 million in salaries.
It is also estimated that the new employees would contribute provincial tax revenues of around $5.13 million through their income and consumption taxes. As a result, the company would earn a rebate of up to $2.49 million over five years.
The company will be eligible for a smaller rebate if it creates less than 200 new jobs.
