Innovation Rebate Program Disclosures - 2019/20

The following Innovation Rebate Program incentives were announced during the fiscal year of 2019-2020.

March 31, 2020

Invest Nova Scotia (INS) has an agreement with CKF Inc. in the form of an innovation rebate.  CKF Inc. is based in Hantsport and was established in 1933.  The company is a diversified Canadian owned manufacturer offering a wide range of moulded pulp, foam and rPET packaging and food service products.  CKF Inc. is best known for their brand of Royal Chinet products.

The company will be proceeding with a $14,021,661 capital investment to expand and modernize their pulp manufacturing lines.  This modernization of technology will help CKF Inc. to meet increased demand and support additional initiatives key to the company’s future success throughout Canada and internationally.

The company is eligible to earn a maximum innovation rebate of $3,505,415, this is upon completion of its project based on the eligible capital spending of $14,021,661.

Invest Nova Scotia (INS) has an agreement with Pratt & Whitney Canada in the form of an innovation rebate.  The company is a global aerospace leader with an operation based in Enfield, Nova Scotia.

The company will be proceeding with a $5,100,000 capital investment to replace four aging machines with one larger automated, high performance machine for the case line pre-operating department. Pratt and Whitney’s modernization of technology will help meet increased demand for its products throughout Canada and support additional export initiatives internationally.

The company is eligible to earn a maximum innovation rebate of $1,265,000 upon completion of its project, based on eligible capital spending of $5,060,000.

January 21, 2020

Invest Nova Scotia (INS) has an agreement with Cabot Manufacturing ULC in the form of an innovation rebate. The company is a drywall manufacturer based, in the Point Tupper region of Richmond County, Cape Breton.

The company will be proceeding with a $6,535,000 capital investment to expand the plant's capacity to include a 54-inch wallboard product and to upgrade and automate certain existent equipment. Cabot's expansion and modernization will help to meet the increased demand for its products throughout Canada and also to support additional export initiatives to the United States.

The company is eligible to earn a maximum innovation rebate of $1,633,750 upon completion of its project, based on eligible capital spending of $6,535,000.

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for den Haan Enterprises Limited, operating as den Haan Greenhouses, based near Middleton, Annapolis Co. Den Haan is a high-technology greenhouse business operating since 1963 by three den Haan generations.

The company will be proceeding with a $5,908,369 capital investment to implement the latest in LED lighting technology and control software to enable year-round growing of summer quality tomatoes and cucumbers, add more acreage in the future, and become more competitive within the produce market. Den Haan’s modernization of top growing technology will help to meet increased demand for the company’s projects throughout Canada and also support additional initiatives key to the company’s future success.

The company is eligible to earn a maximum innovation rebate of $1,403,023 upon completion of its project, based on eligible capital spending of $5,612,090. 

December 3, 2019

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for fish harvesting and processing company Scotia Harvest Inc., in Digby.

The company will be proceeding with a $14,250,000 capital investment to build a new 43,580 square foot production facility. The new facility will also have new processing equipment which will be more efficient, providing the ability to effectively produce additional groundfish species and will enable the company to implement greener technologies. The modernization of equipment will also give the company the ability to improve on harvesting and processing times. It will also help to meet increased demand for current export markets in the United States and support additional initiatives key to the company’s future exporting success in the European Union, China and other countries.

The company is eligible to earn a maximum innovation rebate of $1,863,333 upon completion of its project, based on eligible capital spending of $7,453,333. 

October 1, 2019

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for 3284906 Nova Scotia Ltd., operating as Nova Scotia Spirit Co. based in Pictou County, has been an owner-operated spirits manufacturing company since 2015.  

The company will be proceeding with a $3,395,000 capital investment to make building improvements to increase automated production and become more competitive in the export market. By implementing more automated machinery, the company will produce 12,000 cans per hour as compared to the current system of 4,000 cans per hour. Nova Scotia Spirit Co.’s modernization of equipment will help to meet increased demand for several projects throughout Canada and also support additional initiatives key to the company’s future exporting success.  

The company is eligible to earn a maximum innovation rebate of $848,750 upon completion of its project, based on eligible capital spending of $3,395,000.   

September 24, 2019

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for Cherubini Metal Works Limited in Dartmouth.

The company's core business is steel fabrication for bridges, structural and miscellaneous metal work. Cherubini was recently involved in the re-decking project of the MacDonald Bridge in Halifax.

The company is proceeding with a $3,508,628 capital investment to expand a current facility and upgraded 30-year-old equipment with a state-of-the-art automated blast line, as well as installation of a new dust collector/exhaust system necessary to meet increased demands for export and help increase efficiency and production levels.

The company is eligible to earn a maximum of $739,657 upon completion of its project, based on capital spending of $2,958,628.

September 10, 2019

Nova Scotia Business Inc. (NBSI) has approved a business development incentive in the form of an innovation rebate for MacKenzie Atlantic Tool and Die / Machining Ltd.

Based in the Musquodoboit Harbour area of Halifax Regional Municipality, MacKenzie Atlantic has been an owner-operated machinery facility since 2006.

The company will be proceeding with a $2,213,968 capital investment to implement more robotic machinery adding two computer numerical controlled machines and two inline machines to their facility.

MacKenzie Atlantic’s modernization of equipment will help to meet increased demand for several projects throughout Canada and also to support additional initiatives in the United States.

The company is eligible to earn a maximum innovation rebate of $415,992 upon completion of its project, based on eligible capital spending of $1,663,968.

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for Oxford Frozen Foods Limited.

The company sells and manages the processing and packaging of wild blueberries, carrots and battered products. It is also the world's largest supplier of quality frozen wild blueberries.

It is proceeding with a $8,540,000 capital investment to create an improved packaging line to meet the increased demand for export and help increase efficiency and production levels.

The company is eligible to earn a maximum innovation rebate of $2,135,000 upon completion of its project, based on eligible capital spending of $8,540,000.

Invest Nova Scotia (INS) has an agreement with Van Meekeren Farms Limited in the form of an innovation rebate.

Since 1967, Van Meekeren Farms, based in Kings County, has been growing, harvesting, storing and shipping fresh apples to markets throughout Canada, the United States, Europe and more.

Van Meekeren Farms is proceeding with a $8,635,818 capital investment to create an improved apple packing facility and controlled atmosphere storage through an expansion and upgrade to meet the increased demand for export and help increase efficiency and production levels.

The company is eligible to earn a maximum innovation rebate of $2,158,955 upon completion of its project, based on eligible capital spending of $8,635,818.

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for Totally Raw Natural Dog Food Inc.

Based in Burnside Industrial Park, Totally Raw Natural Dog Food Inc. is the largest producer and distributor of high quality, healthy, raw pet meals, treats and supplements in Atlantic Canada. The company exports to more than 500 stores across Canada, including 400 Canadian Tire locations and is working to expand into international markets.

Totally Raw Natural Dog Food Inc. is proceeding with a $2,760,700 capital investment to create a state-of-the-art manufacturing and distribution facility. The new manufacturing and distribution operation will increase efficiency and production and ensure there is capacity to meet the increasing demand for Totally Raw Pet Food products.

The company is eligible to earn a maximum innovation rebate of $322,233 upon completion of its project, based on eligible capital spending of $1,288,933.

June 18, 2019

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for RKO Steel Limited.

Based in Burnside Industrial Park, RKO Steel has been manufacturing steel products, coatings and other high quality steel items for over 30 years, for export across Canada, the United States and other international markets.

RKO Steel Limited is proceeding with a $2.9 million capital investment to add specialized stainless and aluminum welding equipment to meet the increased demand for export and help increase efficiency and production levels.

The company is eligible to earn a maximum innovation rebate of $725,000 upon completion of its project, based on eligible capital spending of $2.9 million.

May 21, 2019

Nova Scotia Business Inc. (NSBI) approved a business development incentive in the form of an innovation rebate for Dartmouth Metals and Bottle Ltd.

The company recycles metals, including car shredding and the dismantling and recycling of large industrial demolition projects.

Dartmouth Metals and Bottle Ltd. is proceeding with a $2,386,451 capital investment to process large, oversized material into smaller, premium material for export and will help to increase efficiency and production levels.

The company is eligible to earn a maximum innovation rebate of $596,613 upon completion of its project, based on eligible capital spending of $2,386,451.

April 16, 2019

Nova Scotia Business Inc. (NSBI) has approved a business development incentive in the form of an innovation rebate for Kenney & Ross, Limited.

The Shelburne company manufactures kosher fish gelatin and collagen products. The products are exported worldwide to more than 30 countries and used for food, pharmaceuticals, supplements and other applications. 

Kenney & Ross, Limited will proceed with a $2,547,537 capital investment to create a new packaging facility that will increase efficiency and production levels.

The company is eligible to earn a maximum innovation rebate of $636,884 upon completion of its project, based on eligible capital spending of $2,547,537.

Quick facts

  • The Innovation Rebate Program was developed in consultation with Nova Scotia companies.
  • The Innovation Rebate Program provides financial incentives on projects that enable a company to increase innovation capacity through private-sector capital investments or adoption of new technologies and business processes.
  • The program provides a 25 per cent rebate based on eligible project costs, as defined in the Innovation Rebate Program Guidelines.
  • The total project cost must be between $2 million and $15 million. The maximum amount of eligible project costs to which the IRP rebate will be applied is $15,000,000.
  • The maximum rebate amount for an eligible project, including related parties, cannot exceed $3,750,000 over a 24-month period.
  • The Innovation Rebate works as a rebate against a company’s direct costs, and is only paid once the project is complete.
